Glossary

歲次 - suici - the cyclical order of years (refers to the cyclical characters following)

辛未 - xinwei - the cyclical designation of the year. Note that, although this falls within QL16, this year cannot automatically be translated 1751, as the lunar year spills over into solar 1752. In this case, since we know the day, we can readily see that 1751 in fact will not do.

癸巳 - guisi - cyclical designation of the day. Note that this amount of detail is given because this is the first of the month.

大學士 - daxueshi - Find these grand secretaries by using the tables in Qian Shifu, Qingdai zhiguan nianbiao 清代職官年表, 1980. Note that only one is concurrently serving on the Grand Council. What do you conclude about the downward routing of this document?

顧琮 - Gu Cong - personal name

摺奏 - zhezou - memorial. See Fairbank and Teng 1960b. Why is this form used rather than the routine ti-ben for this seemingly minor personnel problem?

河營守備 - heying shoubei - second captain in the special military detachment assigned to the Yellow River Conservancy.

嵇璨 - Ji Can - personal name

囙 - yin - alternative character for 因

疏防 - shufang - negligence

東平汛 - Dongpingxun - place-name, in this case probably the site of a military post (xun)

決口 - jue-kou - breach [in the dike]

部議 - buyi - the board has recommended... (what imperial command would have prompted the board to submit a recommendation? Where would this command have been written?)

革職 - gezhi - be cashiered

一時 - yishi - for the moment

斬留本任 - zhanliu benren - temporarily retain in his original post.

戴罪 - daizui - bearing his punishment [on his official record] This refers to his administrative punishment (chufen), which will be added to his official title as gezhiliuren.

脩防 - xiufang - repair

This was a Grand Secretariat record-book of edicts issued for particular purposes (te-jiang yu-zhi), kept by the Manchu Registry (Man piao-qian chu), as distinct from the registry of "red endorsements" (pi-hong) kept by the Han Registry, i.e., the Si-lun-bu. The Shang-yu bu was the source from which the above document was culled by the imperial diarists.
