Pavel "The Level-Headed" Pustoshkin From his perch in the upper echelon of naval power (he had recently earned the rank of rear admiral), Pavel Vasil'yevich reports on August 10th that a threatening crowd had gathered at the market in Nikolaev, leading to the arrest of six men from a series of naval vessels. Hears reports that similar events had taken place in other southern towns and that local governors were warning their chiefs of police about waves of disturbances coordinated, or maybe even instigated by, foreigners. Pustoshkin believes, however, that these are nothing but the "capers" of local workers - the manifestation of the local obsession with watermelons.
2. Nikolay "The Judge" Mordvinov Nikolay Semyonovich is the man in charge of the Black Sea Admiralty in the 1790s. Conducts the main investigation into the "watermelon rebellion" with Khorvat and is faced with sorting through a number of misleading reports. Mordvinov leads the interrogation of all accused, and ultimately concludes that there has been no rebellion, no bunt, no treasonous behavior, no audacious disturbance, no rioting against Catherine, and no rioting against her claim to rule.

6. Platon "Don't Lose My Rubles" Zubov Field Marshal and Admiral of the Black Sea and Azov fleets, as well as Empress Catherine's lover. Prince Platon Aleksandrovich directs Yakovlev to maintain order in Kherson, and his involvement can be read as indicative of the high stakes of the situation. Ultimately on the side that pushes for a severe response to the events, and drives many lower-ranking officials to reach desperately, and imaginatively, for answers.
