Nikolay "The Judge" Mordvinov

Nikolay Semyonovich is the man in charge of the Black Sea Admiralty in the 1790s. Conducts the main investigation into the "watermelon rebellion" with Khorvat and is faced with sorting through a number of misleading reports.
